As part of the overarching build of the CPLE International, we benchmarked programs around the country that focused solely on the chief executive. We noted several regional programs as well as the National Sheriff's Institute, the FBI Law Enforcement Executive Development Seminar (LEEDS), and the FBI National Executive Institute (NEI). While the feedback for these existing programs was highly complimentary, the same questions persisted. "Either the school doesn't really apply to me, or I don't qualify based on various requirements of the program such as the size of my agency or the population I serve. What's out there for all chiefs and sheriffs where we can learn and engage each other concerning challenges specific to chief executives?"
The Chief Executive Institute (CEI) was developed with two audiences in mind: Agency heads (or their designee) who have attended existing programs but want more, and those who have never had the opportunity to experience the power of bringing together chief executives to explore strategic leadership and challenges facing the policing community.

One week format mitigating time away from work (Sunday evening registration and dinner and Friday as a travel day).
